As per my organization, there should be some Entry and Exit conditions for testing.

Entry Conditions (for Dev Team )

Features to be implement should be implemented

Unit testing should be done on the above

Bug tracker status should be clear as discussed

Exit Conditions ( For Testing Team)

Test Bed

All Tools, Testcases,Test Data ,Test Scripts etc

All required docs for application explanation

All test cases should be executed and passed for this release.
